COS Toolkit for a Safe Digital World

The “Child Online Safety Toolkit” (COS Toolkit), developed by the 5Rights Foundation with the support of the End Violence Fund, has been released! The COS Toolkit is an actionable and functional guide designed for policymakers aiming to enhance online safety for children.

Developed in consultation with experts from diverse fields, the COS Toolkit encompasses major international guidelines and agreements, including:

  1. The Sustainable Development Goals (SDGs)
  2. The United Nations Convention on the Rights of the Child (UNCRC)
  3. General Comment No. 25 (2021) on Children’s Rights in the Digital Environment
  4. The WeProtect Global Alliance Model National Response
  5. The International Telecommunication Union’s (ITU) Guidelines on Child Online Protection
  6. UNICEF’s Draft Policy Guidance on Artificial Intelligence (AI) for Children

The COS Toolkit identifies 5 core themes for ensuring child online safety:

  1. Identifying Risk and Mitigating Harm
  2. Promoting Access, Accessibility, and Inclusivity
  3. Establishing a Chain of Responsibility.
  4. Integrating Child-Centered Design
  5. Ensuring Effectiveness

To ensure universal applicability, the COS Toolkit incorporates insights from every continent—from developing nations to major industrial powers—and includes:

  1. 10 Policy Action Areas with detailed roadmaps and actionable steps.
  2. Checklists and Audit Tools for policymakers.
  3. A Glossary of Key Terms.
  4. An Adaptable Draft Policy Template.

Featuring the voices of young people, this comprehensive document will assist policymakers in turning the youth's demand for a "safer digital world" into reality.
